| Lighting | Uniform — no shadows, glare, or flash reflections |
| Head position | Face and shoulders centered and squared to camera |
| Skin tones | Must reflect natural skin tones |
| Paper | Professionally printed on high-quality photographic paper — home-printed photos not acceptable |
| Back of photo | Photographer's name, complete studio address, and date photo was taken (stamp or handwritten — no stick-on labels) |
| Guarantor signature | For new applications: guarantor must write "I certify this to be a true likeness of [name]" and sign the back of one photo. Not required for renewals. |
